Electricity tariffs for population increased in Ukraine

  Electricity tariffs for the population were increased by 25 per cent in Ukraine, starting from Friday, according to Itar-Tass. Now they amount to 24.5 kopecks (one dollar is equal to 5.05 hrivnas) per kilowatt-hour. A corresponding resolution was adopted by the Ukrainian National Commission for the Regulation of Power Engineering on July 20.

   This is the second increase of electricity tariffs for the Ukrainian population this year. The next one is expected to take place on January 1, 2007.
   Ukrainian officials from the energy sector explain the increase of the electricity tariffs by the fact that the industry is loss-making. At the same time, Ukraine exports electricity to the neighbouring countries at a price ranging from 13 to 20 kopecks per kilowatt-hour.

Court Calls Back Its Decision To Halt Gas Tariff Rise For People By 85%

   The business court of Kyiv has annulled its decision to suspend the resolution of the National Electricity Regulation Commission on raising natural gas tariffs for the population by 85% up to UAH 0.0407 – UAH 0.444 per cubic meter beginning from July. According to the source, the court passed this ruling at the request of the electricity regulation commission on August 31. According to explanations, the decision on halting the tariff rise did not take effect. Preliminary hearing of the case is scheduled for September 6.
   Earlier the Kyiv Business Court suspended the decision by the National Electricity Regulation Commission on raising as of July 1 the tariffs on household natural gas by 85% to UAH 0.0407 – UAH 0.444 per cubic meter.
   On August 16, the court instigated administrative proceedings in response to a lawsuit of the Federation of Trade Unions of Ukraine against the National Electricity Regulation Commission and the Cabinet of Ministers.
   The National Electricity Regulation Commission raised gas tariffs for the population by 85% to UAH 0.407 – UAH 0.444 per cubic meter beginning from July 1. The Cabinet of Ministers ordered the electricity regulation commission to raise the upper limit of gas and electricity prices for the population by not more than 72.5% to UAH 0.414 per one cubic meter, not more than 80% to UAH 648 per 1,000 cubic meters for budget-financed organizations, and not more than 78.9% to UAH 686 per 1,000 cubic meters for municipal heat-and-power engineering companies, thermal stations, heat power plants and boiler rooms as of July 1.

FPU request was satisfied – the Court suspended the effect of NERC decision No. 739 of June 8, 2006, according to which gas prices for population raised almost twice from July 1
 
   On August 16, the Kyiv Economic Court started proceedings in the administrative case on FPU suit against the National
Electricity Regulatory Commission (NERC) and the Cabinet of Ministers of Ukraine and scheduled a preliminary court session on September 6.
    At the same time the court satisfied respective FPU request and ruled to take measures in order to secure the administrative suit and suspended the effect of NERC decision No. 739 of June 8, 2006 according to which gas prices for population raised almost twice from July 1.
   The decision came into force immediately; it means that from August 17 and till the final decision of the Court on the essence of the suit the NERC decision is not applicable.
   FPU will continue its struggle till the complete victory of justice and restoration of the constitutional right of millions of Ukrainian citizens to a decent living standards violated by the authorities.

   10 years ago, on June 28, 1996, the Ukrainian Parliament made a historic decision – adopted a new Constitution of independent Ukraine that became a supreme law in the state.

   According to the Constitution, Ukraine is a democratic, social and constitutional state. The main state’s responsibility is to ensure observance of the human rights and freedoms.

  Address to the President of Ukraine


  For ten years Ukrainian people have been living under the new Constitution, which determines Ukraine as a democratic, social and constitutional state. The main state’s responsibility is to ensure observance of the human rights and freedoms.

   However, recent decisions of the Government and its subordinate bodies to increase prices on gas and electricity for the population testify that the Government does not consider observance of the state supreme law as its duty.

   All-Ukrainian Trade Union Protest Action 

   On June 27, on the eve of the 10th anniversary of the Constitution of Ukraine, a trade union rally against increased prices and tariffs on gas and electricity was held in Kiev in the Independence Square.
Trade unionists approached the central square of the Ukrainian capital from several directions. Almost 100 thousand people gathered under the FPU banners. Participants in the rally represent all branches of the economy, including public sector, all regions of Ukraine. Some political and public organisations support the trade union protest. Many young people also joined the rally.

   Following the decision of the FPU Presidium the protest actions against increase in gas and energy prices were held in all regional and some district centers throughout Ukraine on June 21, 2006 involving more than 150 thousand trade union members. Thus, about 20 thousand people participated in Donetsk’s rally, and Lugansk and Dnipropetrovsk gathered 10 and 8 thousand strong demonstrations respectively.

   Information on the All-Ukrainian protest action

   On May 24, 2006 the All-Ukrainian protest action against the increase in prices and tariffs on electricity and natural gas for the population was held in Kiev. Representatives of all FPU member organizations participated in the protest action as well as students, war and labour veterans, representatives of public organizations. Participants gathered in six city squares and then marched to the central square – Maidan Nezalezhnosti – where the 50 thousand strong rally took place under the slogan “Federation of Trade Union for the Decent Life of a Worker!”.

   On March 30, 2006 the National Electricity Regulatory Commission of Ukraine illegally made a decision to increase by 25 per cent prices and tariffs on electricity and natural gas for the population from May 1, 2006 without taking adequate measures to protect low-income groups of the population and compensate losses losses in workers’ income.
