President Viktor Yuschenko has proposed that the parliament legislatively regulate socio-labor relations.

Yuschenko made this proposal in the draft law No. 2748 entitled On Social Dialogue in Ukraine, which was registered by the parliament on December 14.

The draft law defines the legal basis for organization of and procedures for introducing social dialogue in Ukraine among the executive government, employers, and hired workers on improvement of labor and socio-economic relations.

It defines the concept of social dialogue, its basic principles, the area of conduct of such dialogue, and representation of the participants in it. The draft law stipulates that the President of Ukraine is to create National Trilateral Socio-Economic Council and that central and local executive government organs should create the relevant trilateral councils at the sectorial and territorial levels.

The explanatory note to the draft law states that its drafting was prompted by the lack of a framework law in the area of socio-labor relations in Ukraine as well as by the need to legislatively define the basis for introduction of social dialogue as a necessary condition for socio-economic development, improving the living standard of the population, and achieving harmony in the society.

According to Yuschenko, adoption of this law will facilitate more effective resolution of issues involving interaction among the parties involved in social dialogue. Yuschenko created the National Trilateral Socio-Economic Council under the auspices of the president in 2005 and created the council's secretariat in May 2006. In August 2006, the Cabinet of Ministers approved a plan for development of social dialogue with the aim of resolving conflicts between employers and employees.
